E – SCHOOL FOR PARA – LEGALS ON FARMERS’ SEED
This slide presentation outlines the context of agriculture and seed rights in the Republic of Moldova and argues for stronger legal protection for farmers’ seed rights at national and international levels. It highlights Moldova’s demographic and agricultural profile, the prevalence of small-scale and subsistence farming, and current restrictions on the sale of farmer-produced seed. The document frames seed access as part of broader human rights and food sovereignty, referencing the Universal Declaration of Human Rights. It proposes measures to protect the right to seeds, including supportive government policies for agroecology, differentiated treatment from restrictive intellectual property laws, community seed banks, capacity building and public awareness, and legal reforms. Specific international recommendations include strengthening Article 9 of the International Treaty on Plant Genetic Resources for Food and Agriculture and promoting UNDROP as a binding instrument to protect shared genetic resources.
