1st European Symposium “Fostering Cultivated Biodiversity through Local Food Policies”, Granollers, Spain, 29–30 April 2025
The Granollers Manifesto, produced by participants of the 1st European Symposium on Fostering Cultivated Biodiversity through Local Food Policies (Granollers, 29–30 April 2025), is a call to action for European municipalities and higher governance levels to mainstream cultivated biodiversity into city-region food policies. It frames cultivated biodiversity (landraces, heirlooms, farmer varieties, participatory-bred and open-source seeds) as essential for resilient, healthy, and culturally relevant local food systems and for food and seed sovereignty. The document sets a 2050 vision where all European municipalities adopt food policies prioritising locally adapted seeds, agroecology and organic approaches. It presents policy recommendations across EU, national, regional and municipal levels (including public procurement, CAP support, PRM regulation, Urban Agenda inclusion and research agendas) and offers 32 concrete strategic actions aligned with the Milan Urban Food Policy Pact categories: governance, sustainable diets and nutrition, social and economic equity, food production, supply and distribution, and food waste. Emphasis is placed on enabling legal, financial and institutional frameworks, supporting community seed systems, organic plant breeding, participatory approaches, and recognising cultivated biodiversity as a commons and component of the right to food.
